For those who is looking for same issue , it's moved to gadget after JIRA 4 , so the loginform.jsp is not using anymore I guess. Am trying to modify it on 4.3.4 version , you could find the gadget implementation in atlassian-jira\WEB-INF\classes\atlassian-bundled-plugins.zip , unzip it and find the jira-gadgets-plugin-4.3.4.jar , then you will see the gadgets/login.xml , that's the template file we are looking for.
