How can I increase the Attachment File Size?

Greetings to all -
I would like to increase the "file upload size" limit, currently 10.00 MB to 50.00 MB.

I followed the instructions in  [http://forums.atlassian.com/thread.jspa?messageID=246600379&#246600379|http://forums.atlassian.com/thread.jspa?messageID=246600379&#246600379], 
used *Start > Programs > JIRA > Stop* and *Start JIRA Service* to restart the service,
even rebooted the server running the JIRA instance.

No change to the text displaying a limit of 10.00 MB (MyIssue > More Actions > Attach Files).
Any hints? I have *JIRA 4.3.2* running.
