I build a table with a row for the with the current status, transition, new status, role required to execute the transition. There is a row for each transition from a status It makes it pretty easy to figure out where you can go 'from here' depending on your role.

No, there's no functions for that.  The workflow transitions on the left are the only part of the workflow exposed to the users.

I understand Jira 4.4 has a number of workflow improvements that should help, but until then, the best you can do is a message field or description that points the users to documentation if they have questions.
