I think my question is not very clear.

I agree that all user by default are part of JIRA-user.

Let say I have another group JIRA-QA.
and let say reporter is part of group JIRA-QA. 
But now i want any member of JIRA-QA to be able to execute the transition other than the reporter. 
How can I do this?
