I think you were clear, but you're not quite seeing that you need a way to say which group the reporter *might* share with the current user and which groups *matter* when deciding that. If it's a static group, that's easy, just set up the condition "user must be in group JIRA-QA" on the transition. If it's "group that reporter might or might not be in", then you need code, because you're going to need rules to do the intersection.
