JIRA RPC Chinese characters

Dear All,

I'm a new fish with JIRA.Now ,when I create a issue using RPC remote way,the system always notes me I have no permission to do this. 
I tried many way, and I found that ,the project which I create issue was using Chinese characters. 
For some reasons,I should use the Chinese characters for the project name.
What should I do?
