I ran into this (it was a user using a text portlet as a batch of bookmarks instead of pressing ctrl-d in a browser, so a little education went a long way).   

You can dig the information out of the database if you still actually need it, but you won't be able to use it in a portlet again.  You can do this with a read-only account of course.  From memory, the actual config is in  table "gadgetuserpreference", but I can't remember exactly how to drill down there from "user's dashboard"
