Problems with notifications

Hi to all,

I have an odd issue with notifications. There are two projects with the same notification scheme and permission scheme. But in the first, mails are being sending rigth and in the second not. For example, updating the assignee in one ticket a notification is sent to reporter but not to asigned.

I'm not sure what to test. Any ideas?
