That sounds like you have set up your user with:
# Browse project ABC = no
# Create issue in project ABC = yes
This means that the user will not be able to see the project.  But they can create an issue.  When they do create an issue, the end of the process is "take user to *view issue* they just created", so Jira tries to land them on a screen that you have not let them see, so you get a permissions issue.

So, it's actually doing *exactly* what it should.  You need to think through what you *actually want* for the user and give them the matching permissions.
