I know of no such plugin, but I wrote a patch a long time ago, and that's here: http://blogs.onresolve.com/?p=64. I doubt it will apply now anyway, but should you want to go the same route it may give you a starter for ten. A better approach would probably be to use a velocity-processed custom field for view or something similar, which explains why certain actions are not available. Some extra stuff would probably need to be put in the velocity context too.
