Only users in a group that can logon count against the license count. Out of the box that is the jira-users group. every user is put in that, and all groups with logon rights, when created so you would have to move them out of the group.

I would like to track who opened tickets, save contact information about clients and such; but I'd prefer not to spend $10,000 a year to support thousands of customers. I do not need to have customers log in or manage their own tickets (except via email). By default, Jira appears to require a full client license for each supported customer.

Are lightweight 'Customer' records possible in Jira? Is there a plugin or add-on that can be purchased or installed to do this? Or am I mis-interpreting the licensing requirements... is it possible I don't need to do anything special, and accounts in Jira that don't have (for example) the 'Assignable' permission don't count for licensing?
