Thanks Nic. That has worked perfectly. This is what i did..

1. Log into jira and Navigate to Administration=>Jira Administration
2. Select Permission Schemes
3. Look for the permission scheme/Project that you want to change and click permissions
4. Find the "Assign Issues" Permission and limit the permission to a role/group/user of your choice.
