You've knotted yourself up into a logical mess there. You're asking for a users to have the ability to do something that you've just specifically stated you don't want them to have. I am *guessing* that what you actually want to do is allow some users to set the date, and for them, it is mandatory. Other users should then be allowed to sail through without being offered or having to set a date at all? You are going to need some code to do that, and it's not as simple as it sounds.
