Jira stores a local copy of the user details from AD.  It needs them to handle data that isn't stored in AD, alongside the core account details (my understanding is that this is "roles", but I don't know how much more it does).  So, yes, you absolutely *must* synchronise - it won't work without it.

I've only used AD a couple of times, so my knowledge is no extensive here, but in both cases, there was an AD group called Jira-users.
