The page object does not yet exist in a pre-evaluation-action. The purpose of the pre-evaluation-action is to execute code prior to the page being loaded, primarily for cases where a page does not exist. This is useful, for example, if you would like to process a request and redirect without needing to have an actual page for the given path.
