It doesn't matter how long I wait.  But I found out today that it doesn't
seem to happen at all in Tomcat 5.0.16.  Not sure about 5.0.19.

Is it possible for you to try your application in Tomcat 5.0.19?
Additionally how long do you wait after starting Tomcat before trying to
access the page?
