$page not set correctly?

The $page context variable is not always getting set correctly; has 
anyone seen this? Here's what I'm getting:

$page evaluates to ${data.Screen}.vm
$page.path evaluates to $page.path

The weird thing is, I get different results depending on where $page is 
evaluated; it's working in the basic.html template, but not in a 
template loaded via $fs_repository.get(...); why would that be?
