Has anyone written an all java RPM command line?

I was wondering if it was possible to create an all java rpm type
mechanism?  Leverage the format of an RPM but instead of executing
scripts, execute ant tasks.    

 

Looks like jRPM could be the base for this.

 

Any thoughts?  

Are the original developers still around?
