Hi Richard, jRPM should do exactly what you are telling. It has come to live to have a pure JAVA implementation of rpm. This should support some day also packaging of rpm file in java. But the project has come to a stop due to work both yannick and me must do. At the moment you can only read attributes of an rpm file. Not all attributes supported by the original rpm are supported yet. There was work to do this also on an rpmdb. Hope this will help you. If you want to contribute something feel free to do so.
