I think a simple solution to this is to get rid of the Welcome link since
we have it in several places, move the Edit link over next to the More...
menu so that it's not confused as a tab, make it look more like a unique
thing (since it is unique), maybe buttonish. That way the tabs are together,
the edit is highlighted, the More... menu is at the far right. I don't think
the up and down arrows are an issue at all, they're very insignificant
visually.

I don't really think it's all that bad -- seems pretty close to me.
