Final version of IfPlugin patch

I thought better about this, and if the purpose of this modification
is to permit other plugins and code to access the decision-making
part of the plugin, then its parameters should be available as final
variables. I've modified it and the latest (and I assume final)
version is attached.

I'm currently creating a new plugin that merges this with the
InsertPage plugin to permit decisions on inserting pages to be made
by the IfPlugin's guts. This could be done by including an InsertPage
plugin in the wiki body of the IfPlugin, but the syntax for users
gets a bit more complicated, thought I'd simplify it.

The only other IfPlugin modification I can imagine would be to add a
'date' check feature to IfPlugin...
