Upgrading license to CDDL

The license which covers JSwat 3.x, the Sun Public License, is being 
deprecated by the Open Source Initiative (the group that approves 
licenses as being "open source"). The new license put forth by Sun is 
the Common Development and Distribution License, or CDDL (pronounced 
"cuddle"). This is basically SPL "2.0", or "SPL without the warts."

I will be changing the JSwat 3.x code to the new license in the next 
month. Since this is essentially a license upgrade, rather than a change 
to a different license, I don't foresee any problems with this.
