cannot find the Default Source Stratum preference

I have been searching for the past couple of hours, trying to find the
Preferences dialogue referenced in this page
http://www.bluemarsh.com/java/jswat/docs/howto-jsp.html.  However, I
cannot find a preferences dialogue anywhere, much less the stratum
preference.  Can someone point me to the right location of the Default
Source Stratum preference?
