Any peer can become a rendezvous as far as it has the right credentials to do it. Furthermore, as far as I know, bootstrapping is a general problem in many different p2p settings, but as you said: as soon as a peer can join the network, the seeding rendezvous are not essencial to the network operation. I would classify JXTA as a super-node p2p network where there are a set of super peers (rendezvous and relays) and edge peers that use the super peers to route messages and join the network. Kaaza and Skype are other examples of such kind of networks.
