You are right.  tool-config has been merged,  and you no longer need to 
worry about it.  tool-maven *was* merged, but needed to resurrect it 
since app-helm also has a dependency on it.  So, for the plugin creation 
from CVS, you need a "maven jar:install" in keel-build, tool-maven and 
then a "maven plugin:install" in tool-maven-plugin.
