Looks like the merged config file is corrupt.  You might try looking 
into the merged file that is output to see if there is invalid XML in 
there.  It might also be that there is a corrupt JAR with incomplete 
files somewhere.

The error message should be more helpful, but a couple weeks back I 
changed the XML parsing code to get rid of Xerces/Xalan from Keel, I 
might have messed up the error handling.  I'll take a look when I get a 
chance.
