This doesn't look like a Maven or build problem, per se.  It looks like 
Maven cannot get to the remote repo due to network issues (temporary, 
reading your later post).  But watch out, if this happens in the middle 
of a JAR download, it can leave a corrupt (half-downloaded) JAR around.
