I'm not too fond of putiing src/webapp, under conf.  I think we can 
investigate (I'll try this locally for a few days)  just taking out the 
overwrite=false attribute from the client-config code in the plugin.  I 
think if anyone puts any code in there, and it is newer than that coming 
from the various JARs, I'd expect that to go verbatim into the assembled 
config.
