Building javadoc

How does one go about building the default javadoc? When I run the docwar task from keel-build, Ant tells me that it can't find $KEEL_HOME/keel-build/install/javadoc. I don't see any targets to download/install javadoc. Am I missing some obvious configuration parameter? There's a javadoc executable in my $JAVA_HOME. Can I point Ant to that? Any help would be much appreciated.
