Have you tried setting your LANG variable to en_US or en_US.UTF-8? The blackdown JDK should be functionally identical to Sun's, right ? I mean the classpath, compiler and VM have to be compliant. Since the generics are implemented like an application then this looks a lot like a problem with the application.
