Seperate distributions

A user should be able to download the source
distribution and build a binary distribution.  We
should document having to download the extra libraries
that we can't distribute(e.g. JDK1.3 - jaas, jce,
jsse, etc.).  Users should also be able to run the
compliance tests (after downloading the RI, of
course).
