Summary: ModelMBeanOperationInfo 'role' validation is broken

Initial Comment:
The ModelMBeanOperationInfo constructor should throw a
RuntimeOperationsException when the descriptor passed
to the constructor is invalid rather than creating a
new default descriptor. If the 'displayName' field is
not included in the given descriptor a default
displayName field should be added.
