Скопировав приложенный Bundle_ru.properties в /home/sultan/my/java/netbeans/nbbuild/netbeans/nb4.1/modules/org-netbeans-modules-welcome.jar в каталог org/netbeans/modules/welcome/ui убедился, что файл с переводом подхватывается средой.
