Your raise a relevant point, but I was trying to clarify if the concern was whether this was broken in the current model, as in, the current model defined a charter that was more than what I understood it to state.

The governance model is clear on the intent that there should be community participation, but as it states itself,  the model has been intentionally kept light weight. The board on the other hand, in my point of view, in the current model, is primarily in place as an arbitrator.
