Proposal to make Edge quarterly

Hi all,

I am proposing to make the NetBeans Edge quarterly. Why?
Well, I can think of several reasons, here are a few:

	1. More content to be published in one edition.
	2. More regularity in releasing.
	3. Possibility to have an outside source to
	   be release coordinator.
	4. Easier coordination between release coordinator
	   and translators.

Some other ideas concerning the NetBeans Edge.

	1. Summarizing 4 Weekly Newsletter to Edge.
	2. Migration to DocBook to make it possible
	   to publish other formats (e.g.. PDF).

Some website related issues with respect to the NetBeans
Edge and the NetBeans Sprout:

	1. Move issues older than a year ago to an archive.
	2. Move everything to one location, some of the 
	   content is now scattered.
