yes, I see. An explicit bootstap is needed (I wonder why):

$ cd nbbuild
$ ant bootstrap
 [jar] Building jar: /data/cvs/netbeans/trunk/nb_all/nbbuild/nbantext.jar
$ <cd ../javacvs/libmodule;  ...>
