Oops,
This is a cock-up in the OMG publishing process which I will aim to get
sorted out.
The original document was called 'XMI Production of XML Schemas' and
that introduced a new document format to make best use of XML Schemas
(called XMI 2.0) and way to use XML Schemas to validate existing XMI 1.2
documents (the schemas would be the equivalent of the XMI 1.2 DTDs).
The intention was to merge the XMI Schema rules for XMI 1.2 into the
document for XMI 1.2 in order to produce a spec coping with both schemas
and DTDs for the XMI 1.2 document format.
Note that at XMI 2.0 that the document format has changed quite a bit
and DTDs are no longer supported.

So to answer your real question, you need to treat what's published as
XMI 1.3 as a supplement to XMI 1.2.

(I was on the Task Force for this so can speak with some authority)

one more issue: on the xmi1.3 spec (formal/03-05-01) , 2.2.2 paragraph
(Fixed Schema Declarations), i see the  following: <attribute
name="xmi.version" type="string" use="required" fixed="1.1"/>

what about that XMI version number? shouldn't it be 1.3 instead, or at
least 1.2? Or maybe this is intentional, and these Schema production
rules do apply to XMI1.1 documments too?
