What he's referring to is that Oracle is far less community-focused than Sun was. Sun used NetBeans to drive forward a range of community projects, while that approach is less something that Oracle does. Though that's changing too, for example, right now I am in Tokyo introducing many organizations and individuals to Oracle JET, via demos that I am doing in NetBeans.
