The starting point was that we (i.e., Oracle, NetBeans) wanted to 
simplify the process of getting code contributions from the community 
and broaden participation in NetBeans in general. Apache was the first 
logical choice and then we discussed we contacts we had in Apache about 
whether that would be a good move. Very quickly, all sides saw the 
possibilities and were enthusiastic.

Being a contributor is more than contributing code. It's documentation, 
ideas, direction, etc.

At this point, we have an initial list of committers, which we'll extend 
with more after incubation proposal is accepted, which could be in a few 
days. Once the proposal is accepted, we enter incubation, and then 
licenses and all kinds of other things, e.g., the migration of the 
infrastructure will be figured out in detail. On a high level we've come 
to agreement on several things already and identified some stumbling 
blocks and potential solutions, etc.
