[l10n-dev] a localization tool.

Hello,

I've added a tool that might help localizators to find what changes in 
the bundles from the last translation.
it has currently 2 prerequisites:
1. the bundle files need to be in cvs.
2. all the bundle files are in one directory (the command could be 
improved to get rid of this condition but the initial version doens't 
have it)
As I understand the translatedfiles.netbeans.org sources structure it's 
not the case here, but some people might do other translation work and 
could utilize this tool
