I suppose that your tool works by simply comparing two versions of a 
file: one local and one residing in cvs. Then you may borrow our 
algorithm (see cvs), I already solved these problems.

I beleive the convert->merge->(manually)check->revert technique used 
by t13s/tools is more convenient for a normal translator guy. Because 
this printout may be rather long and swithing between the translated 
file and this long list is not very handy.
