Yes, I believe you can submit the localized version of Catalan to any of the
persons the proper role permission for submitting to testwww. I know Michel,
Masaki, Keiichi, and Petra probably have permission, so submit to one of
them by email. Also, there is a wiki where the teams will be able to
collaborate more freely as long as subscribed to the wiki.

Can I become leader of catalan team on http://translatedfiles.netbeans.org/?
As I said,  my experience here is that anyone can volunteer and usually it
is encouraged that someone do so for each language and as well that there
are multiple leads for the whole project.

think this is the same question as above?

I'm looking now at http://www.netbeans.org/community/index.html
I am checking the mailing lists page
http://www.netbeans.org/community/lists/top.html but I don't see a means to
contact the web team to request a mailing list.
Petra or others can explain the process or make the request for you.
