Robert is right -- these indexes do not have any permanent nor 
significant meaning. They are used for string segmentation and 
numbering, they show the number of strings in the file.
If there is a number skipped, it means that there precedes an 
untranslatable string (or part of segmented string which is not 
translated). (FYI - see 2 screenshots from WorldServer editor and CTI.)
