I had already read that... The problem is what to do when no placeholder appears.
If anyone is able to suggest a more general rule involving all situations (i.e. with or without placeholders, for .properties and .html files) you're welcome! Meanwhile, according to my experience so far, I'd say: put always double apostrophe in .properties and never in .html files. Please feedback of course!
