I know because I hired somebody to do it in Romania. Of course, not an official translator, but that surely is not exponentially more expensive. I understand some languages got picked based on popularity and business needs, but I can't imagine what kind of cost would be to start supporting officially *all* the languages that already have managed to localize the Platform. Even with Oracle's standards, the Platform is just not that big to localize and hence not than expensive. The community rallied up and gave Oracle a free localization.
