IZ 166496: Variables pane is empty in debugger

Description: Variables window does not display any variables when 
integrated with Watches and evaluator results (standard configuration).

Impact: No variables can be seen during debugging, very bad user 
experience, impact on usability.

Risk assessment: No risk, the fix is very save.
