#177203 - Autorefresh not working properly for user defined queries

description:
Autorefresh is not working for user defined queries on kenai. They  
should be refreshed according to the period defined in tools options  
even if they aren't actually opened.

Impact assessment:
user defined queries have to be refresh by hand what would have a  
quite significant impact on user experience while working with a kenai  
project

Risk assessment:
safe - simplelfix - enforce automatic refresh on queries which are  
created in a kenai repository
