annoying autocomplete popup

It is pretty annoying that the autocomplete popup appears when it is
empty. Eg. when editing javascript inline in a jsp page, the jsp
completion pops up after half a second, even though it is completely
empty, thus making it impossible to use home & end keys.

Would it be possible to turn off autocompletion popup when it's empty?
