Change behaviour for opening forms-based Java files

Over in nbusers, I recently commented on the unintuitive behaviour of
the IDE with respect to opening Java source files that have forms associated
with them from the Explorer:

Currently, when you double-click on such a Java file from the Explorer, it
always opens the form designer.  But this is not very intuitive - especially
if the file was already opened but in "Source" view.

Intuitively, double-clicking on the file in the Explorer should open the file
in whatever view you had left it in previously.  If not previously opened, the
default view/editor  should be configurable (as is the case in the Property
editor.)  If configuring the default is not feasible, the default should be
"Source", since the average developer will be spending alot more time editing
the source code than designing the layout via the designer.

People in the nbusers mailing list seemed to concur but suggested I put it up
for discussion in this forum.  So I am.  I already created an issue (issue
#54961) for this, so if the overwhelming feedback here is that I'm wrong, I'll
cancel the issue...but I'm sure you guys will agree - right? :-)
