Adding a Menu to NB Project

I have added a Swing menu bar to an existing project using NB6.1. I also
added Swing menus and menu items to the menu bar. Now, I can't get the menu
items to do anything. I want them to display a jDialog. 
I created a auto-generated NB project which includes a menu so that I could
copy the method, but I can't seem to reproduce that. The problem is that
menu item properties, action, shows a whole different dialog under default
editor. When I choose properties, action, default editor on my menu item,
the dialog is just a blank panel.
